AfricaRice participation at the Joint IFAD-AfDB event on IFAD’s Rural Development Report 2016

Dr Samuel Bruce-Oliver, AfricaRice Director for Partnership and Capacity Strengthening, was invited to participate in the interactive panel discussion on the role of private sector and youth in West and Central Africa's inclusive rural transformation. The discussion was part of the Joint IFAD-AfDB event on IFAD’s Rural Development Report 2016, held on 23 November 2016, Abidjan, Côte d’Ivoire. The other panelists were Nouhoun Coulibaly, Director General of Planning, Project Control and Statistics, Ministry of Agriculture and Rural Development, Côte d'Ivoire; Angela Dannson, Director, Ministry of Food and Agriculture, Ghana; Mamadou Cissokho, Honorary President of ROPPA (Network of West African Farmers’ Organizations); Ada Osakwe, Chief Executive, Agrolay Ventures, Nigeria; Adolfo Brizzi, Director, Policy and Technical Advisory Division, IFAD. It was moderated by Thiendou Niang, Afrique Communication, Senegal.

The Rural Development Report 2016 produced by IFAD focuses on inclusive rural transformation as a central element of global efforts to eliminate poverty and hunger, and build inclusive and sustainable societies for all. The report analyses global, regional and national pathways of rural transformation.

During his first visit to AfricaRice administrative headquarters in Abidjan, Côte d’Ivoire, 11-13 November 2016, in his capacity as the new Chair of AfricaRice Council of Ministers, Senegal Minister of Agriculture and Rural Equipment H.E. Dr Papa Abdoulaye Seck, stated that AfricaRice has a historic responsibility to help its member countries achieve rice self-sufficiency.

In August 2016, Senegal took over the chairmanship of the AfricaRice Council of Ministers, which is the supreme governing body of AfricaRice. The Center is an intergovernmental association of 26 African member countries. It is also a CGIAR Research Center – part of a global research partnership for a food-secure future.

The main objective of Dr Seck’s visit to AfricaRice was to participate in the handover ceremony, where he received documents relating to the chairmanship. Extending a warm welcome to him, AfricaRice Director General Dr Harold Roy-Macauley said, “This is a great honor for AfricaRice as it is not customary for the Chair of the AfricaRice Council of Ministers to visit, but this shows Dr Seck’s special bond with the Center.”

The round table debate, which was open to the public, was held on 28 September 2016 in Montpellier, France. The panelists were AfricaRice Director General Harold Roy-Macauley, Jacqueline Rakotoarsoa, FOFIFA Research Director, Madagascar; Gaoussou Traoré, Coordinator of the National Rice Center, IER, Mali; and Fréderic Lançon, CIRAD Economist, France. The discussion was moderated by Safi Douhi, journalist from Biofutur, a leading magazine on biotechnology. 

The round table was organized as a side event of the 14th International Symposium on Rice Functional Genomics (ISRFG 2016), hosted by French research organizations in Montpellier, France, 26-29 September 2016, which was attended by more than 300 participants from around the world, including a delegation from AfricaRice.

AfricaRice scientists are taking an active role in the 14th International Symposium on Rice Functional Genomics (ISRFG 2016) in Montpellier, France, 26-29 Sep 2016. The 2016 symposium, is covering exciting breakthroughs in structural, functional and evolutionary rice genome biology, pushing current scientific knowledge to address the need of sustainably increasing crop yields and global food security. It is being hosted by French research organizations in Montpellier. The CGIAR Research Program on Rice, known as the Global Rice Science Partnership (GRiSP) is one of the key partners of ISRFG 2016.

The opening lecture of this symposium was delivered by AfricaRice Molecular Biologist Khady Nani Dramé, on "Molecular breeding to boost rice production in Africa". 

Baboucarr Manneh, AfricaRice Irrigated Rice Breeder and coordinator for the African component of the Stress-Tolerant Rice for Africa and South Asia (STRASA) and the Green Super Rice (GSR) projects, made a presentation on "Genome-wide association studies to identify QTLs for yield and yield-related traits of rice in the Sahel zone of Africa" under the theme “Rice diversity harnessing for gene discovery and precision breeding”. 

The opening ceremony included speeches from dignitaries representing the symposium hosts:

• Jean-François Audrin, Mayor of Saint-Georges-d'Orques and vice president of Montpellier Agglomération

• Michel Eddi, President Managing Director, CIRAD (French Agricultural Research Centre for International Development), Montpellier

• Jean-Marc Châtaigner,  Deputy Executive Director, French Research Institute for Development (IRD)

• Pascal Kosuth, Director of Agropolis Fondation, Montpellier
